Mr. Foley feels that in the Democratic Primary Elections today, the states to watch are California, New York and New Jersey. So far, so uncontroversial. Mr. Foley then went on to state that unlike California, the NY and NJ primaries are winner-take-all in allocation of delegates. <a href=\"http:\/\/www.tnr.com\/politics\/story.html?id=6a38dc70-bbc1-4380-8088-de40f046b893\">But<\/a> they&#8217;re <a href=\"http:\/\/www.tnr.com\/politics\/story.html?id=b0c6b8c1-21e1-42e4-83df-8dcad749ad85\">not<\/a>. No Democratic primaries, caucuses or conventions adopt a winner-take-all system. Mr. Foley, a Republican (one presumes) is hardly to be expected to know the rules of the other party&#8217;s candidate selection process.
